Eligibility
Applications are accepted from officers serving in Grade I of the Investigation Officer post in the Department of Local Government of the Southern Provincial Public Service.
The third Efficiency Bar Examination applies to officers in Grade I and officers who have completed the required qualifications for promotion to Grade I.
The relevant examination should be passed before completing five years following promotion to Grade I.
This examination is not open to the general public.
Examination Structure
The examination consists of one written General Question Paper.
Total Marks: 100
Duration: 1 hour and 30 minutes
Minimum Pass Mark: 40%
The question paper is intended to assess the candidate’s ability to:
- Read and understand a statement or note
- Prepare a letter and/or report
- Understand current social events
- Analyse and explain relevant contemporary issues
Examination Medium
The examination will be conducted in:
- Sinhala
- Tamil
- English
Candidates may sit the examination in the language used for their recruitment examination or in an official language permitted by the notice.
The selected examination medium cannot be changed after submitting the application.
Examination Fee
Officers appearing for this examination for the first time are not required to pay an examination fee.
Candidates appearing on a subsequent occasion must pay an examination fee of Rs. 500 online.
Payments are accepted only through:
- VISA cards
- MasterCard cards
Fees paid will not be refunded or transferred to another examination.
How to Apply
Applications must be submitted online through the official Southern Provincial Public Service Commission website.
Applicants should:
- Visit the official Commission website.
- Select the correct examination.
- Enter all required information accurately.
- Pay the examination fee, if applicable.
- Forward the application online for the recommendation of the Head of Institution.
- Ensure that the designated coordinating officer completes the online recommendation.
Applicants are advised to use a desktop or laptop computer with an internet connection.
Information submitted with the application cannot be changed later. Candidates should therefore check all details carefully before submitting the application.
A printed hard copy of the individual application should not be sent to the Commission.
Institutional Recommendation
After the application period closes, the designated institutional coordinating officer must review and recommend applications online.
The recommendation facility will remain available until 16 September 2026 at 6.00 PM.
Applications that are not recommended within the prescribed period will be rejected automatically.
After completing the recommendations, the institution should download and print the list of recommended applicants and send it to the Commission by post.
Admission Card
Admission cards will be issued online through the official Southern Provincial Public Service Commission website.
Applicants will be able to download the admission card by entering their National Identity Card number after the cards are released.
The downloaded admission card should be printed on both sides of an A4 sheet and the applicant’s signature should be certified by the Head of Institution or an authorised officer.
Accepted Identity Documents
Candidates must present one of the following valid identity documents at the examination:
- National Identity Card
- Valid passport
- Valid driving licence
Closing Date
Online applications must be submitted on or before 14 September 2026 at 6.00 PM.
Applicants should not wait until the final day to submit their applications.
